WR3 finish on nine targets; target volume inconsistency limits WR1 status.

Parker Washington broke out of a two-game mini slump with a WR3 overall finish against the Eagles on only nine targets; he is 1-for-5 on reaching double-digit looks. While not a concern in the real sense—Washington is started in 100% of fantasy leagues—those target totals make it difficult to treat him as a true WR1.
