From the episode

the targets were not there for Dobbs. They're just, the utilization of a guy that they gave so much money to is very strange. It's, you have the one game of nine targets week four against Buffalo, but everything else is three or four.

DeVonta Smith's target volume is inconsistent and unreliable despite his contract.

DeVonta Smith has inconsistent target volume; despite being given significant money by the team, his utilization is strange and limited. He had nine targets in week four against Buffalo but only three or four targets in other weeks, making him difficult to rely on as a starter.
