Calling unnecssary roughness on a running back while he is running the ball makes absolutely no sense to me. Skattebo just trucked him. I don't know what a ballcarrier is supposed to do there.

Skattebo penalized for running low; Harbaugh defends technique as proper football.

Skattebo was flagged for unnecessary roughness on a running play where he ran hard up the middle as taught, lowering his helmet in the process. This was the first time an offensive player was flagged for lowering the head and using the crown of the helmet to initiate contact. Head coach John Harbaugh defended the technique, noting that running low is necessary to protect the football and body, and that Skattebo was leading with his shoulder, not using his helmet as a weapon. The penalty appears to reflect confusing or inconsistently applied officiating rather than poor technique by Skattebo.
