From the video

Quez Watkins is the alpha here until DeVonta Smith comes back. Quez Watkins has nine targets. But again, the offense is so bad it may not matter.

Watkins leads Eagles targets but offense too weak to support production.

Watkins is the alpha receiver for Philadelphia until DeVonta Smith returns; he led the team with nine targets in Week 9. However, the Eagles offense is so bad that target volume may not translate to fantasy production. If DeVonta Smith returns in a few weeks, Watkins will revert to being nothing.
