Waiver wire QB; avoid regardless of matchup.
Justin Herbert is a waiver wire quarterback who should not be started regardless of matchup quality. The Chargers have the worst offense in the NFL with multiple systemic problems requiring a complete reset; the issues extend beyond coaching to include quarterback and running back performance.
