Willis is ranked QB21 despite signing a $67.5 million three-year free agent contract with Miami, but the source argues this investment is based on a thin resume. Drafted in the third round in 2022, Willis started three games in his rookie season with Tennessee, was a backup in 2023, and made three total starts with Green Bay (two in 2024, one last year) with only three passing TDs and three rushing TDs combined; the Packers went 2-1 in those starts without turnovers, but it's a very small sample size. Now as a full-time starter, defenses will have a full week to plan and more tape to analyze.
