Howard was evaluated for a possible concussion during and after the final preseason game against Buffalo. The Steelers have the option to place him on injured reserve with a "designated to return" tag, which would force him to miss the first four games of the season but allow them to keep him without using a 53-man roster spot. Once cleared, a 21-day practice window would open, and the Steelers would need to activate him or move him to season-ending IR.
