From the article

Milton, the quarterback waived by the Cowboys yesterday, cleared waivers today. That makes him free to sign with any team, either on an active roster or a practice squad. He's unlikely to sign to an active roster, because a team that wanted him on the active roster probably would have claimed him on waivers.

Milton clears waivers, free to sign with any team as active or practice squad player.

Milton cleared waivers after being waived by the Cowboys and is now a free agent available to sign with any team on an active roster or practice squad. The source notes he is unlikely to sign to an active roster, as a team wanting him there would have claimed him on waivers; the Cowboys want him on their practice squad, but other teams may pursue him. Milton is a 26-year-old sixth-round 2024 draft pick from the Patriots who was traded to Dallas; he has size, speed, and a strong arm despite limited on-field production.
