From the article

Pollard was a nonfactor against the Jets, finishing with just 35 yards on the ground. Perhaps even more concerning, he couldn't even produce as a receiver in a trailing game script. The Eagles defense represents a step up in class and there is absolutely no reason to believe the results will be any better.

Pollard managed just 35 rushing yards vs. Jets; Eagles defense is tougher.

Tony Pollard was a non-factor against the Jets in Week 1, finishing with just 35 yards on the ground and failing to produce as a receiver in a trailing game script. The Eagles defense represents a step up in class from the Jets, and there is no reason to believe the results will be any better. Since nothing ever happens when the Titans have the ball, Pollard cannot be expected to magically produce out of nowhere.
