The Eagles use 12 personnel and bring Cooper tight to the formation, creating something close to a nine-man box. With only two legitimate vertical threats in the formation, the Titans do not have to respect play-action enough to create hesitation. The linebackers can attack downhill and meet the run in the backfield. The Eagles are repeatedly asking the line to create movement against unfavorable numbers while giving the second level no reason to slow down. The design is contributing to run game failures.
