I think he's going to be the receiving back. Judkins didn't really catch many balls last year... it's going to be more of a 50/50 split between him and Dylan Sampson in terms of like passing downs, coming from behind, 2-minute drill, late game garbage time versus Judkins as the between-the-tackles grinder.
