rushing for a QB is the floor for a QB. It's the QBs who have the passing and the rushing built together that are the high-end fantasy QBs. When a QB really only has rushing, they either have to have a historic rushing season to actually give you top five potential, or they have to develop their passing game so they can keep the offense on the field consistently.
