Downs' 11-target game and WR24 ranking make him a buy target.

Jay Henry Ocho targets Downs as replacement for Deebo Samuel in sell-high trade; ranked WR24 ROS by source vs. Samuel WR31; just earned 11 targets against Houston; FantasyPros consensus places Downs WR35 vs. Samuel WR33, making one-for-one offer reasonable.
