Mendoza's first start expected after Week 13 bye; Cousins to remain starter.

Rookie first-rounder Fernando Mendoza's time as the Raiders' starting quarterback will come, but the .500 Raiders should keep riding Kirk Cousins' arm for now as the team tries to stay in the playoff picture.
