I should add that the Niners didn't seem interested in winning football games. They appeared to be in full 'tank' mode. They were calling Chip Kelly's first season a 'rebuilding' year, but in actuality they had no plan to go get the talent Coach Kelly wanted.

Kaepernick claims 2016 49ers were tanking, not rebuilding; team had $40M cap space but didn't add talent.

Kaepernick's memoir reveals his perspective that the 2016 49ers were in full 'tank' mode despite publicly calling it a 'rebuilding' year. The team had no plan to acquire talent Chip Kelly wanted, exemplified by the weak wide receiver corps where the team's No. 1 wideout was 'the number five or six receiver on a different team,' and the 49ers had approximately $40 million in salary cap space but didn't spend it on receivers.
